On 21 October, GX signed separate Memorandum of Understanding (MOU) with Cambodia Airport Investment Co., Ltd. and Funan Techo Coastal-Inland Waterways Co., Ltd. for “Health Risk Prevention against Dengue Fever and Other Vector-Borne Diseases”. This will initiate the commencement of comprehensive vector control operations at Techo International Airport and the Funan Techo Integrated Water Resources Management Project.

The Funan Techo Integrated Water Resources Management Project, a major China-Cambodia joint infrastructure venture, spans 180 kilometres from Phnom Penh Port through Kandal, Takéo, Kampot, and Kep provinces. Integrating flood control, irrigation, and navigation functions, the project holds great significance for promoting agricultural development and improving livelihoods across the basin. Under the agreement, GX will deploy mosquito control equipment at multiple sites along the project route, including key areas such as construction camps and office zones, to strengthen vector management and protect the health and safety of construction personnel.

The MOU for the water resources project was signed by GX CEO Prof. CHAN Ying-yang, Emily and CEO of Funan Techo Coastal-Inland Waterways Co., Ltd. GAO Xin. The ceremony was witnessed by GX Chairman LEUNG Chun-ying; Chairman of Funan Techo Coastal-Inland Waterways Co., Ltd. IENG Sunly; Chargé d’Affaires of the Chinese Embassy in Cambodia JIANG Nan; and General Manager of the Cambodia Branch of China Road and Bridge Corporation YANG Jie. In his remarks, Chairman LEUNG highlighted that this cooperation reflects the evolving scope of the Belt and Road Initiative—progressing from building infrastructure to safeguarding human health, and from creating economic corridors to jointly building a global community of health for all. Chairman IENG Sunly affirmed that the partnership will bring tangible social and health benefits to communities along the waterway.

Later the same afternoon, CEO Prof. Emily CHAN and Vice Chairperson of Cambodia Airport Investment Co., Ltd. Dr. LIM Lina signed a corresponding MOU for the “Health Risk Prevention against Dengue Fever and Other Vector-Borne Diseases” at Techo International Airport. The signing was witnessed by Chairman LEUNG and Chairman of Cambodia Airport Investment Co., Ltd. Lok Neak Oknha Dr. PUNG Kheav Se. As part of the project, GX will donate and install mosquito control supplies, including mosquito lamps, bed nets, and sticky fly traps, in terminal buildings and other work areas to reduce the transmission risk of dengue and other mosquito-borne diseases. In addition, awareness-raising materials such as posters and billboards will be displayed to enhance disease prevention knowledge among passengers and airport staff.

These two collaborations signify GX’s continued deepening of health cooperation under the Belt and Road framework. Following earlier projects along the China-Laos Railway and Phnom Penh-Sihanoukville Expressway, this initiative represents another milestone in GX’s efforts to advance public health cooperation with major infrastructure projects in Belt and Road countries. It also underscores the tangible outcomes achieved through the active participation of Chinese non-governmental forces in co-building the “Health Silk Road”.
